The European Commission proposed an extension, but the European Parliament wants to limit the derogation: only already identified or flagged material should be scanned.   <strong>Negotiations have stalled, creating a legal vacuum.<\/strong><\/p>\n<h2><span style=\"color: #000000;\" role=\"text\">What does this mean for children?<\/span><\/h2>\n<p>Reporting to the National Center for Missing &amp; Exploited Children (NCMEC) shows how crucial the derogation is:<\/p>\n<ul>\n<li>Before the law came into force in 2020, reporting dropped by 58% in 18 weeks<\/li>\n<li>In 2024, NCMEC received 20.5 million reports, corresponding to 29.2 million incidents and over 62 million files \u2013 almost all from the platforms themselves<\/li>\n<li>Without the derogation, the ability to detect and stop abuse material risks decreasing dramatically<\/li>\n<\/ul>\n<h2><span style=\"color: #000000;\"><span role=\"text\">What are platforms doing today?<\/span><\/span><\/h2>\n<p>Major platforms such as Meta, TikTok, Snapchat, and Roblox use the derogation to:<\/p>\n<ul>\n<li>Scan images, videos, and chats to identify both known and new abuse material<\/li>\n<li>Detect grooming and inappropriate behavior<\/li>\n<li>Flag suspicious material in advance and report it to NCMEC<\/li>\n<\/ul>\n<p>Without the derogation, these measures risk disappearing:<\/p>\n<ul>\n<li>Hash matching of known material<\/li>\n<li>AI-based detection of new material<\/li>\n<li>Grooming detection and behavioral analysis<\/li>\n<li>Proactive flagging before users report<\/li>\n<li>Reporting to NCMEC<\/li>\n<\/ul>\n<p>These tools are central to protecting children and supporting law enforcement work effectively.<\/p>\n<h2><span style=\"color: #000000;\" role=\"text\">What do the platforms themselves say?<\/span><\/h2>\n<p>Snapchat, Google, LinkedIn, Meta, Microsoft, and TikTok are urging the EU to extend the derogation. Allowing it to expire would reduce children&#8217;s protection and stop vital tools against the spread of abuse material. <\/p>\n<h2><span style=\"color: #000000;\" role=\"text\">How does this affect Sweden?<\/span><\/h2>\n<p><strong>If the derogation expires:<\/strong><\/p>\n<ul>\n<li>Swedish children will have less protection against abuse and grooming online<\/li>\n<li>Platforms can no longer proactively analyze chats or content<\/li>\n<li>Law enforcement will become fragmented and ineffective<\/li>\n<\/ul>\n<p><strong>Examples of Swedish cases where the derogation has been crucial:<\/strong><\/p>\n<ul>\n<li>Stockholm 2026: Tips via NCMEC led to convictions for serious child pornography offenses<\/li>\n<li>Link\u00f6ping 2026: Snapchat detected material that NCMEC reported \u2192 conviction<\/li>\n<li>Haparanda 2024: The man was convicted following NCMEC reporting of suspected file sharing<\/li>\n<\/ul>\n<p>Even today, the spread is massive and heavily underreported.
